    Impact

The U.S. Food and Drug Administration is the federal agency responsible for regulating drugs in the United States. No ibogaine product has been approved by the agency for any medical use, and ibogaine is not available as a prescription medicine in the United States. The agency's published guidance and correspondence set the route any sponsor must follow to study the compound in humans: an investigational new drug application, review of preclinical and cardiac safety data, and authorization before dosing may begin. In the 1990s the agency reviewed an investigational application associated with university-based ibogaine research, and its regulatory decisions during that period are frequently cited in accounts of why formal clinical development stalled. More recently the agency has been named in state-level proposals in the United States that would fund clinical trials, all of which depend on its authorization to proceed. The agency does not provide treatment, funding for clinics, or endorsement of providers operating abroad. Its impact on the ibogaine space is therefore structural: the boundary between clinical research and unregulated treatment outside the United States is defined largely by its approval requirements, and its published warnings about unapproved products are a primary reference point in public discussion of ibogaine's legal status.
